How can a company say that they are an Equal Opportunity Employer? Do they have to meet a standard like ISO? Agree to some terms and adhere to them?

According to:
http://www.eeoc.gov/overview.html

Title VII of the Civil Rights Act of 1964, as amended, which prohibits employment discrimination on the basis of race, color, religion, sex, or national origin;

But what if you are from New York (to make matters worse, you're Italian) and your boss believes the "South will Rise Again"? Does this fall under "national origin"?
