Posting Pictures

Does Harry have to update the server so we can post pictures to the server? I tried to do this and received a "must have permission" notice when I used the ftp link on the bottom frame, here on the forum page.

Also, how do you use this 'upload' feature in Explorer. With Netscape, one just clicks the file option and then the 'upload' link. IE doesn't seem to support this feature.
