It lets information get transmitted from one place to another faster, but loading screens are due to your computer processing the information or retrieving it from the hard disk.
There could be a way to implement this to hard disks so that they are accessable faster, but the computer would still have to process the information (i.e. render the backgrounds, load up the sounds and background music, etc.), so that won't make any difference.
