Yes, we have discussed this before, Bill. We discussed how Bill Clinton's Budget reconciliation Act of 1993 was passed by Congress in 1993, well before the failed Contract with America. We discused how terrorism was never on Pres. Bush's radar screen when he took office. And we discussed how the junk loan market was partially caused by the Bush administration allowing Fannie and Freddie to by sub-prime loans.

Nope... Never discussed any "failed" Contract with America. If it wasn't for Republican's holding spending, the country wouldn't have experienced the fiscal gains seen only well after Congress went Republican. Failure? The research is pretty clear on this, Gene. A divided government yields low spending. That's why I vote for gridlock.
