Instructional video, no...but there's always Gordon (Chi Hui) Liu's "36 Chambers of Shaolin" (also marketed in the U.S. on video under a few other names), which features the 3-section staff in one scene. The scene pays tribute to the legend that the semi-historical San Te (played by Liu in the movie) is generally credited with creating the weapon.
Of course my reply is meaningless to your question, but it is a good, classic kung fu movie showing some rather, eh, novel training methods for the Shaolin Temple!
