Fred, it's all before my time, but I think Topos was pointing out that these omissions are reminiscent of some history.

There are some reasons and some history to all that. Politics and personalities. I'll leave it at that.

That and the fact that all this HOF activity just stopped, leaving the omissions all the more puzzling.
