The reason why we have the rule of law is to keep people from following through with their programmed darker thoughts. Violence begets violence; sickness begets sickness. Society is there to put a cap on it.
There's are big differences between what people think, what people will admit they think, and what people will actually do. If a person claims they never think antisocial thoughts, then they are a liar. When stress levels are extremely high and the body demands some kind of release, I can think of many, many worse ways to act. Sometimes "sickness" is very human, and quite adaptive.
