That is the real problem with hackers---unless and until they kick off something really bad they always get low priority from law enforcement/government etc.
Once they do cross that line however, not sure that they could survive the counter-stroke---its like a predator over eating the herd.
Nations like China which consider internet access and the net in as a whole to be VERY high priority don't have nearly as many problems.
The Fed has proven ready willing and able to develop stuff like the Carnavoire program--its just currently there is widespread social opposition to its use.
Opposition that would melt like snow in July if enough people get hurt or enough people really got angry.
I have a good buddy from the Ukraine---his family left the region when the Wall came down.
He told me what I thought was a joke--until I checked it out-and it proved to be true.
The old KGB had the worlds most secure files--because they didn't have the technology to go high tech--they actually had FILES--to gain access you would have to litterally break into the HQ, find the right office, break into it, then find the right filing cabinet, break into it, just to get your hands on probably coded file--which once you break that was in Russian.
Sometimes "old tech" works the best.
That is ultimatly the problem with spreading chaos---if your good enough at it, you eventually break down the very system that allows you the abilty to operate in saftey--or operate at all.
And the bottom line is that EVERYBODY talks, mafia hit men, hard core terrorists, operatives with a grudge, parents, brothers, sisters, best friend, wives, girlfriends, almost everybody--in the right circumstance will give people up.
Often somebody gets caught, and roll on whomever they can to get a break.
Or somebody has a falling out with their former "buds" and out of fear of what they might do or anger at what they did--they decide dime somebody out.
