Haisai,
I was able to obtain a copy of "Kuro Obi" with English subtitles from http://www.SamuraiDVD.com. I had never done business with this company but was pleased to find my DVD delivered within 3 days.
The premise of this movie surrounds the take over of Manchuria by the Japanese circa 1932 and a very nasty Captain of the Japanese Secret Police, or "Kenpeitai" that utilizes the yakuza and a member of a famous dojo to enhance his military and personal financial standing.
At the core are 3 students from the famous Shibahara Eiken Sensei's dojo. All three are actual practitioners of Okinawan or Japanese Karate, which makes the fight scenes quite good. On his death bed, Shibahara Sensei re-iterates his "karate ni sente nashi" philosophy and asks a junior student in ability to decide which of the 2 main characters Taikan or Giryu should inherit his old worn "kuro Obi" (black belt). One student takes the path that his Sensei asked and the other jumps on bandwagon of the dreaded Kenpeitai. You can find the trailers on Youtube should you like a peak!
A lot of twists and turns in the plot that makes it enjoyable. Reach out to http://www.SamuraiDVD.com and get your copy while they last.

Once I heard that the English subtitles were available, I ordered it right away. It is not widely available.
