The aforementioned technique is actually used today to shatter kidney stones. You sit in a tub of water, they "bang" them with sound at a particular set of frequencies, and you pee out the smaller pieces.
The problem lies in killing ALL the viruses. That's tough... The little buggers like to hide out in cells, and other nooks and crannies in your body. Consequently it may be a bit like those Japanese Beetle bags where you feel good about killing lots of the critters but it doesn't stop them from eating your precious plant life anyhow.
But I wouldn't completely reject the idea. It may work via a paradigm not yet thought of. For instance if you already are getting dialysis, well there's an opportunity to kill some viruses as the blood passes through the apparatus.
I wouldn't limit that to people who are getting dialysis already. Some people do great on their HIV medicines or are cured of hepatitis C; for others, the treatments are intolerable or ineffective. For these people, sufficient reductions in viral loads 3 x a week at laser dialysis might allow their immune system or liver to soldier on. It's not ideal, but its better than dying, and not dissimilar to traditional dialysis.
