IUKF Referee & Judge’s - Code Of Conduct & Ethics

Hello All:

It is regrettable thats we at the IUKF had to write a "Code of Conduct" at all govering our Referee & Judger's program. However, in the light of the real world, and after much sole searching we realized we had - No Choice.. I do not have to go into any details, every one I am sure either , reads the news paper, Watches the nightly news, or hears the news reports on the radio. I believe everyone understands what I refer too. It is our goal in the IUKF to make sure we as tournament officials protect and provide a safe environment for all, that attend a IUKF sanctioned tournament.

When it comes to the certification of Referee's & Judger's, as well as sanctioning of tournaments, we at the IUKF only want "Quality".... NOT Quantity. We rather have a smaller amout of certified Referee's & Judger's, but knowing we have the "Best-of-The- Best", out their.. As well as when we sanction a tournament. Only the best Uechi - Ryu tournaments will receive the IUKF sanction. Yes, our standards are high... IN return, every competitor, parent,and teacher will know, by seeing the IUKF seal of sanctioning, that they are attending one of the very best , and safest Uechi - Ryu tournaments offered.

IUKF Referee & Judge’s - Code Of Conduct & Ethics

Mission Statement:

All IUKF Referee’s & Judge’s are dedicated to providing the very best and professional judging services that can take place at all IUKF sanctioned karate tournaments. In addition to the officiating , the IUKF referee’s & Judge’s encourage and promote the development of physical, mental and spiritual health with a commitment to personal dignity, mutual respect and service to the Uechi – Ryu tournament community.

Introduction:
This statement for the IUKF Referee’s provides a guideline for behavior of all Judgers, Referee’s towards all tournament competitors, students and spectators. The following Rules of Behavior and Ethics supplement the IUKF Referee & Judge’s code of conduct. They seek to enhance the standards of all Referee’s & Judgers, and apply Master Kanei Uechi’s Principals for the Uechi-Ryu Practitioner. All certified referee’s and judgers of the IUKF must agree and abide to the Code of Conduct and Ethics, or they will be dismissed.

In General:
All Referee’s and Judgers will behave in an appropriate and professional manner at all times as defined by this Code of Conduct and Ethics.

Tournament Division:
1. All referee’s & judgers will maintain a clean and safe tournament competing environment.

2. Each referee & judge will act professional, and reflect a high regard for the traditions of Uechi Ryu..

3. Each referee & judge will promote personal safety as the top requirement in every division.

4. Physical or emotional abuse of any competitor by a referee or judge will not be tolerated.

5. Every referee & judge will always display and maintain appropriate behavior at all times (examples of inappropriate behavior include: swearing, fighting, teasing, sexual innuendo etc.).

6. The referee & judge should always inquire about any physical limitation of any competitor that he / she has a question on. The health & safety of every competitor is predominant.

7. No referee, judge, instructor, parent, or legal guardian has the right to force any competitor to compete or try to go beyond there physical limitations.

8. No referee or judge will administrator medical services to any competitor that may be injured. The referee or judge will call over the tournament’s professional medical staff to provide professional medical attention. NOTE: We are Referee’s & Judger’s,,,, Not,,, Doctors,, Nurses,, or EMT’s… We leave the medical, to the professionally trained medical staff...


9. Extra care and attention must be taken in the very young children’s divisions accounting for their state of physical, psychological and
emotional development while competing in the tournament.

10. No referee or judge will ever be alone, or touch, any minor competitor, except to adjust fighting equipment. .
[b]The IUKF maintains a “ZERO TOLERANCE” Policy in this area.[/b]

11. Any physical injury or perceived injury must immediately be brought to the attention of a parent , child’s guardian, teacher, and on site medical staff.

12. No referee or judge will use their position of authority to take advantage of any competitor.

13. No referee or judge will behave in such a manner as to intentionally create or promote an unhealthy emotional or psychological tournament environment.

14.Every referee or judge will avoid any behavior which even gives the impression of favoritism.

15. The effectiveness of all martial art tournament techniques are highly dependent on the abilities and experiences of the individuals who apply them. Beyond those limitations, the referee & judges will attempt to convey a realistic appraisal of the effectiveness of techniques used, and then convey whether or not they deem the technique a point.

16. Every referee & judge will only award a point that they have physically seen score with their eyes. No referee or judge will ever award a point that they “Think” scored…

17. Any referee that displays favoritism, or is caught cheating for any competitor will be dismissed immediately as an official of the IUKF.

18. Any referee or judge that is working a division that they have their own students competing in. That referee will switch the center head referee slot with one of the other side judgers, for the duration of that match. The referee does not have to leave the division. Just relinquish the center head slot, for that match.

19. Any referee or judge that displays unprofessional behavior, un lawful behavior, or commits any act that could bring dishonor to the IUKF Referee’s & Judger’s Group, at any time, whether at the tournament itself, or at any other time period. Will be dismissed from the IUKF Referee’s Group.

Sexual Harassment:
The IUKF Referee’s & Judger’s are strongly opposed to sexual harassment. All members of the IUKF Referee’s & Judger’s must be made aware that such behavior is prohibited both by law and the IUKF strongly enforces this policy. Sexual harassment of any competitor, another referee or judge is defined as unwelcome sexual advances, requests for sexual favors or other verbal or physical conduct of a sexual nature that has the purpose or effect of interfering with an individual s training, rank certification, or employment, or creates an intimidating, hostile or offensive environment. This is ground for immediate dismissal as an IUKF referee or judge.
The IUKF maintains a “ZERO TOLERANCE” Policy in this area.

Code of Conduct:
Every Referee & Judge will act with appropriate behavior and good manners. No Crude, rude, sexually explicit talk, innuendo and comments and behavior that degrade others, will not be tolerated and will result in a reprimand. Repeated instances will result in expulsion from the IUKF Referee’s & Judger’s group.

No it isn't. People look at such Codes as a means to correct some past wrong procedure or conduct. Instead, people should look at such Codes as a blueprint fr what is acceptable. Only those people who want to do something in violation of these Codes are the ones who think they are "regrettable". And those are the people you don't want as part of your organization, anyhow. And this this goes for any group.

We shoud be comforted by these Codes you posted, not dismayed.
