From the posted rules on the NEJUKCS website:
From the IUKF Guide Lines for Tournament Promoters4- Legal target areas are: face/head (13 years and over, under 13 the face/head is not a target) chest, abdomen, and kidneys. NO HEAD CONTACT ALLOWED!
Also, 12 y.o. and 13 y.o. fighters compete in the same divisions in the under BB ranks as well.Junior Black Belt Divisions - Fighting:
Boys 13 and Under
Girls 13 and Under
Now, I know that the posted rules are not going to be the subsequent rules from henceforth (which begs the question as to why they are posted in the first place...), but if we are going to adopt an age threshold as to whether we are going to allow face/head targeting, 13 y.o. is a bad age to do it.
It is entirely possible for an under 13 competitor to fight a 12 y.o. competitor in the "Under 13" fighting division. Do we allow the 13 to target the head, but not the 12 y.o.? Of course not.
Let's make it 12 y.o., because that cut-off corresponds to the cut-offs in the under BB divisionere.
For BB, we can eliminate the prohibition against head/neck targeting altogether (after all, they're Black Belts...), but still keep the prohibition against head contact.
Or, we can make the age limit 11 y.o for the BB divisions (see other post).
Or, we can do something altogether different. But, in any event, it makes NO SENSE to have the age limit for head/neck targeting right smack in the middle of a division.
So when the IUKF Tournament Sanctioning Committee meets next to decide upon the rules for the Mass Challenge, et. al., I submit that any age restriction on head/neck targeting correspond to the breaks in the divisions.
But, that's just me...
