Anyway....

From the posted rules on the NEJUKCS website:
4- Legal target areas are: face/head (13 years and over, under 13 the face/head is not a target) chest, abdomen, and kidneys. NO HEAD CONTACT ALLOWED!
From the IUKF Guide Lines for Tournament Promoters
Junior Black Belt Divisions - Fighting:
Boys 13 and Under
Girls 13 and Under
Also, 12 y.o. and 13 y.o. fighters compete in the same divisions in the under BB ranks as well.

Now, I know that the posted rules are not going to be the subsequent rules from henceforth (which begs the question as to why they are posted in the first place...), but if we are going to adopt an age threshold as to whether we are going to allow face/head targeting, 13 y.o. is a bad age to do it.

It is entirely possible for an under 13 competitor to fight a 12 y.o. competitor in the "Under 13" fighting division. Do we allow the 13 to target the head, but not the 12 y.o.? Of course not.

Let's make it 12 y.o., because that cut-off corresponds to the cut-offs in the under BB divisionere.

For BB, we can eliminate the prohibition against head/neck targeting altogether (after all, they're Black Belts...), but still keep the prohibition against head contact.

Or, we can make the age limit 11 y.o for the BB divisions (see other post).

Or, we can do something altogether different. But, in any event, it makes NO SENSE to have the age limit for head/neck targeting right smack in the middle of a division.

So when the IUKF Tournament Sanctioning Committee meets next to decide upon the rules for the Mass Challenge, et. al., I submit that any age restriction on head/neck targeting correspond to the breaks in the divisions.

But, that's just me... :)

You are keeping me busy,,, That’s ok,,, I am up to the task….

Again,, I want to point out… The NEJUKCS rules are NOT the ones we are dealing with. I will not address those rules in any fashion. They are not posted on the IUKF official web site. They have nothing to due with the IUKF sanctioning of any tournaments. If you want to know why they are posted. Ask the promoter that has them on their web site. The promoter
is the only one that can answer that question. All I can tell you is, if the tournament the promoter is running is an IUKF sanctioned tournament. Then they are NOT using any other rules , other then the official IUKF tournament rules.

Junior Black Belt Question: As I have said in the past, the rules are being adjusted as we speak. I have not posted the final set of IUKF rules on the web yet. Or sent them to any of the promoters. They will get them as soon as I have a set that I am pleased with. WE are very close to a finished product.

Please note that in the rules it shows the cut off is age 11 and under the head and face is not a target area at all. The cut off is age 12 and older, the head and face is a target but with NO CONTACT, of any kind.

Remember,,, the rules being fine turned , to find any holes and plug them up…

As far as the Junior Black belts go… We felt if the competitor has earned a black belt even at that young age. He / She should have the control to spar in a division that lets The head and face be a target. Still with NO CONTACT… They should have the control. and,,, If I was the head referee in a junior black belt fighting division, and I saw a junior black belt fighting and demonstrating to me and my other officials that the competitor has no control. I would ask my other officials along with myself, to disqualify that fighter.

14 –B - LEGAL TARGET AREAS FOR All JUNIOR BLACK BELT DIVISIONS: Entire head and face, ribs, chest, abdomen, collarbone and kidneys. (No Contact allowed to the head & face) Controlled contact is allowed to the chest, abdomen, collarbone, and kidneys.

15-C - LEGAL TARGET AREAS FOR CHILDREN Age 12 and older competing in the (UNDER) JUNIOR BLACK BELT DIVISIONS: Entire head and face, ribs, chest, abdomen, collarbone and kidneys. (No Contact allowed to the head & face) Controlled contact is allowed to the chest, abdomen, collarbone, and kidneys.

16-C - LEGAL TARGET AREAS FOR CHILDREN Age 11 and younger competing in the (UNDER) JUNIOR BLACK BELT DIVISIONS: Ribs, chest, abdomen, collarbone and kidneys. (The head & Face is NOT a target area. No Contact allowed to the head & face at all) Controlled contact is allowed to the chest, abdomen, collarbone, and kidneys.


The final set of rules will not just cover the Mass Challenge… They will cover every sanctioned tournament by the IUKF. We are already working on expanding the tournament series for next year.
